So what is HIRAC?

HIRAC stands for Hazard Identification Risk Assessment and Control.

It is also called HIRARC, or Hazard Identification Risk Assessment and Risk Control

HIRAC is simply a careful examination of what, in the workplace, could cause harm to people.

It allows an evaluation of whether existing precautions are sufficient or if additional measures are required to protect those at risk, including workers and the public.

Why is HIRAC Important?

Conducting HIRAC is a legal requirement.

Organizations have a legal duty to put in place suitable arrangements to manage for health and safety.

Under the ILO or International Labor Organizaion Convention 155, which is the Occupational Safety and Health Convention, Employers are required to ensure that, so far as is reasonably practicable, the chemical, physical and biological substances and agents under their control are without risk to health when the appropriate measures of protection are taken.

HIRAC is also a core element of an effective Health and Safety Management System

ISO 45001:2018 which the  Occupational Health and Safety Management System Requirements

Section 6.1.2.1 require Organization in section 6.1.2.1  to establish, implement and maintain processes) for hazard identification that is ongoing and proactive.

In 6.1.2.2 Organization are required to establish implement and maintain processes to 

  • assess OHS risk risks from the identified hazards, while taking into account the effectiveness of existing controls
  • determine and assess the other risks related to the establishment, implementation, operation and maintenance of the OH&S management system

Are there any benefit sin conducting HIRAC?

Yes, While undertaking HIRAC helps employers to meet their legal obligations, there are many other benefits to be gained, too.
